Cassandra McDonald, Director
As Director of Child Welfare Services, my focus is on ensuring that every family we serve is met with compassion, structure, and accountability. This work requires more than services, it requires leadership, consistency, and a commitment to doing what is best for children and families.

I am dedicated to supporting our staff, strengthening our partnerships, and maintaining high standards across all areas of service delivery. Through this work, we strive to create meaningful outcomes that promote safety, stability, and long-term success for the families we serve.
My Story
My work is rooted in a deep commitment to serving families and children with compassion, integrity, and understanding. I believe every family deserves to be seen, heard, and treated with dignity. My approach centers on empathy, fairness, and a nonjudgmental mindset, recognizing that meaningful progress begins when families feel respected and supported. As a wife and mother of two boys, this work is deeply personal to me, and I carry that perspective into every aspect of my leadership.

I began my journey with Rraine in June 2021, bringing with me prior experience as a DCS Assessment Family Case Manager. In that role, I assessed allegations of abuse and neglect, worked directly with families in their homes and communities, and collaborated with law enforcement, schools, medical providers, and the courts. This experience strengthened my ability to engage families, manage complex situations, and advocate for both child safety and family preservation. It also reinforced the importance of balancing accountability with compassion in order to achieve lasting outcomes.

I earned my Bachelor of Science in Public Safety Management from Indiana University Purdue University – Indianapolis, following my Associate Degree in Criminal Justice from Ivy Tech Community College. My educational background, combined with my direct experience in child welfare, has shaped my structured yet compassionate approach to this work. I am focused on promoting child safety while empowering families to grow, creating environments where individuals feel safe to share their challenges and confident they will be met with support rather than judgment.

As Director of Child Welfare Services, I provide leadership, oversight, and guidance to ensure services are delivered with consistency, professionalism, and integrity. I am committed to supporting staff, strengthening partnerships, and maintaining high standards across all regions. My focus remains on improving outcomes for children, supporting families in achieving stability, and ensuring that every interaction reflects accountability, respect, and a genuine commitment to their wellbeing.
